Bullion bars and rounds of gold and silver are allowed in an IRA when they are of 99.9% fineness (purity). This means they must be produced by a NYMEX- or COMEX-approved refinery or a national government mint.

The spot price is the current market price at which gold is bought or sold for immediate payment and delivery, essentially what you would pay “on-the-spot” as opposed to some date in the future. If you could buy raw gold before it was minted into a bar or coin, you would theoretically pay the spot price.

Spot price is the value of a precious metal in its most raw form, but that is not how gold is sold. It has to go through refinement and manufacturing processes to reach its final retail form. The additional price for acquiring physical products is due to the costs associated with refining, manufacturing, minting, marketing, hedging, and warehousing the particular products on sale.
